Why it matters
E-bikes dumped on dropped kerbs force wheelchair users and pushchair parents into the road. Riders have plenty of legal parking alternatives — blocking a dropped kerb is a choice, not an accident.
Bikes lying across pavements are invisible to visually impaired people using canes or guide dogs. 1 in 8 blind or partially sighted people has collided with a dockless hire bike in the last three months. Royal National Institute of Blind People (RNIB)
Current licensing agreements have weak enforcement. Operators profit while councils bear removal costs and communities suffer the disruption.
Rental apps don't penalise riders who abandon bikes on dropped kerbs or across pavements. Until riders face the same fines as drivers illegally blocking roads, inconsiderate parking will remain the path of least resistance.
Most councils have no dedicated rapid-response team for misparked hire bikes. Reporting direct to the operator usually gets faster removal — but operators need a legal obligation, not just a nudge.
We're calling on the Department for Transport to take two concrete steps to end pavement obstruction by rental e-bikes.

When you submit a report using the BlockedPath reporter tool, we may anonymously log the following information to a private Google Forms spreadsheet: approximate GPS coordinates (latitude and longitude), the street address resolved by OpenStreetMap, the name of the local authority identified, the operator selected, and any additional detail text you choose to provide.
We do not collect your name, email address, IP address, device identifiers, or any personal information that would identify you as an individual. The "first name" field you enter is used only to sign the complaint email on your behalf — it is sent directly from your own email app and is never received by or stored on BlockedPath systems.
Photos you take remain on your device at all times. BlockedPath does not upload, receive, or process your photos. The photo-save feature simply saves the image to your device's local storage so you can attach it to the email manually.
The anonymous location data we log is processed under Legitimate Interest (Article 6(1)(f) UK GDPR). Our legitimate interest is to identify obstruction hotspots across the UK for the purpose of campaigning for improved e-bike regulation. Because no personal data is collected, the privacy impact is minimal. You can object to this processing at any time by contacting us.
BlockedPath does not use cookies, tracking pixels, or any third-party analytics scripts. The only external service loaded is OpenStreetMap's Nominatim API (for reverse geocoding your GPS coordinates) and Leaflet.js (for the interactive map). No data is shared with advertisers.
The petition link on this site directs you to an independent petition platform (Change.org or UK Parliament e-petitions). When you sign the petition, you are interacting with that third-party platform and its own privacy policy applies. BlockedPath receives no personal data from petition signatories.
Anonymous report logs are retained indefinitely to support long-term trend analysis and campaign evidence. You may request deletion of any reports by contacting us with the approximate date, location, and operator of the report. Because reports contain no personal identifiers, we cannot guarantee we can locate and delete a specific report, but we will make reasonable efforts to do so.
Under UK GDPR you have the right to access, rectify, erase, or object to the processing of any personal data we hold about you. As we do not collect personal data, in practice these rights apply only to any direct communications you have sent us. To exercise your rights, contact contact@blockedpath.com.
BlockedPath is a facilitation tool only. When you use BlockedPath to file a report, the complaint email is composed and sent directly from your own email application. BlockedPath has no control over the content you choose to add, the tone of your communication, or how recipients respond to it.
